Is Lotus cheating?

I saw Mary Beth's recent post on the NotesDesignBlog regarding the User Experience Guidelines, and immediately downloaded the PDF to check it out.  But as I started to read it I saw something that just kinda bothered me a little...

In item 1.6.2 the guide discusses the style used for the action bar.

What I don't like is that using Domino Designer you can't actually reproduce this style!!  Instead the guide recommends to style it like the mail form.  I guess the big difference is the lack of the nice line separators, and maybe the highlight color...

It just seems like Lotus is cheating to me.  Why do they get to use a design option that we can't?  It's bad enough that they know about all the "undocumented" functions littered throughout.  I would really like to see the template developers use only the documented features that we get to use,  Oh it would be nice to see them create some multi-database applications as well!  

Just something that bugged me today...
